The opening match of the 2010 FIFA World Cup is underway at the Soccer City Stadium, Johannesburg. A offside call in the first half has caused lot of questions to the football fans. I would like to explain to you why the the offside call was correct…

The goal ruled offside was scored by Mexico’s Vela. The decision taken by the referee was absolutely correct!

The FIFA rule reads as follows: “A player is in an offside position if he is nearer to his opponents’ goal line than both the ball and the second-last opponent.

The FIFA Rule on OFFSIDE POSITIONS:

It is not an offense in itself to be in an offside position.

A player is in an offside position if:
• he is nearer to his opponents’ goal line than both the ball and the second-last opponent

A player is not in an offside position if:
• he is in his own half of the fi eld of play or
• he is level with the second-last opponent or
• he is level with the last two opponents

Offence
A player in an offside position is only penalised if, at the moment the ball touches or is played by one of his team, he is, in the opinion of the referee, involved in active play by:

• interfering with play or
• interfering with an opponent or
• gaining an advantage by being in that position

No offence
There is no offside offence if a player receives the ball directly from:

• a goal kick
• a throw-in
• a corner kick

Infringements and sanctions
In the event of an offside offence, the referee awards an indirect free kick to the opposing team to be taken from the place where the infringement occurred.

Kenya Police were on Saturday afternoon crowned the Hockey Premier League champions after seeing off a stubborn Nairobi Simba Union 2-1 in a match played at the City Park hockey Stadium in Nairobi. Police had to survive ten minutes of tension as Simba had cut one goal back and were threatening to grab the equalizer but the uniformed officers kept the discipline to the last buzzer.

After Strathmore had won the previous game 1-0 against USIA, police had to win against Simba Union to be ensured of the league title. Before both matches, both teams were tied on 26 points after 10 matches with Poluce having a superior goal difference. After the university students failed to score more than 8 goals to supress Police's goal difference, their fate then hung squarely on Nairobi Simba who did little of a favor for Strathmore.

Police begun the match on a high attacking from the word go and James Munyi wasted a glorious chance just two minutes on the clock when he found himself isolated inside the Simba arc after being fed through nicely by Felix Okoth.

They had to keep the patience until the 9th minute when Willis Okeyo opened the scores with a sleek push from a short corner. Police kept the pressure going knowing too well that they had to put the game beyond Simba's reach to be assured of the trophy. Oliver Echenje was again a guilty striker missing a clear cut chance alone inside the Simba area but keeper Ajay Dosaja made an effortless save.

With ten minutes left on the clock before the breather, Nelson Ochieng was another guilty striker as he simply failed to tap in within a metre of Simba's goal mouth after good build up from Captain Richard Birir.

Come the second half, Police continued from where they left and in the 47th minute, Vincent Otieno extended the lead for the men in blue with a neat shot after receiving a pass from Moses Cheplaiti.

Simba upped their attack as they sensed Police were an easy side to down. They gave a good account of themselves though the final touch always lacked. Veer Juttla failed to give the ball the slightest of touches at the edge of the arc after a long clearance from Iman Chaudhry with the ball sounding the board.

In a quick counter just a few minutes later, Felix Okoth's shot was saved by Simba keeper Ajay Dosaja after a good build up involving Okoth and Kennedy Osikuku.

Simba Pulled one back through Pritam Virdee eight minutes from time with a simple tap in after the Police keeper James Kayieko failed to completely clear a long corner. Simba upped the pressure keeping the police fans who had thronged the Stadium at the edge of their seats but the police managed to hold on and win 2-1 to lift the title.

Coach Kenneth Kaunda was a happy man after the win saying that he would now like to focus on recruiting new players and playing lots of friendly matches to build up the team.

After the match, fans were treated to a victory parade by the police officers as they celebrated their win.

Kenya Navy has also won the Men's National league and will be promoted next season to the top tier league alongside Mombasa Sports Club. Mvita XI and Parkroad have been axed from the Premier League.

The league is set to conclude next weekend but the winners and the relegated are already known.

Tomorrow, the women will take to the pitch with Vikings taking on Multimedia University who have become the punching bag of the league so far letting in a record 103 goals. In the men's National league, JKUAT takes on Mombasa Institute while Nairobi Gymkhana take on UoN.

5 - Number of players who scored a goal in the Bandari-City Stars match. That's the highest number of goalscorers in a KPL match so far. It breaks the record of 4 goalscorers in the Thika-Karuturi match and the AFC-Rangers match. Quintet.

"Balotieno" training with team mates at the City Stadium

He says that his role model is Didier Drogba and wonders where the name Balotelli, later Balotieno came from; but all the same he says he does not mind the name given to him by the Gor fans. He also adds that he is not as rude as the Manchester City striker and says that people should not mistake him for that.

Though many think he is just another rural boy whose striking prowess was seen by K’ogalo during their pre-season tour, the budding striker has a rich CV that has seen him attend successful trials in Italy.

Otieno started playing soccer for Kisumu youth Olympic before moving to Kakamega high school. After that, current Harambee Stars assistant coach Yussuf Chippo noticed his prowess and took him to Bandari where he played for half a season before they were relegated. He had several Harambee Stars call ups but his lack of a passport reduced his chances of prominently featuring for the national team.

After Bandari, he moved to City Stars where he had a short stint, then moved to Mathare before being finally picked at Malindi United academy. This was his stepping stone to European links.

“When I moved to Malindi United, I can say that is where my career took off because there I found a very good coach called Ricardo Bota who also happens to be my manager. He taught me so many things in football and he has also helped me attend trials in Italy”, says Balotieno.

“The first time I set foot outside this country was when we went for an under 19 tournament in Umbria Italy. We played against very big names in soccer and we only lost to Italy in the finals”, he adds.

After the Under 19 tournament, he came back to Kenya but went back to Italy where he stayed for four months for trials. He attended trials at AS Roma and Serie C side American Latina where he was successful and was picked.

“I was picked by Latina and they told me to wait so that they sort out the work permit issues but up to now, they have not gotten back to me, though I am hopeful. If I manage to get the permit, then my manager will talk to Gor and Latina so that they can get to a deal”

After the Italy trials is when he moved back to Kenya and decided to go back to his village in Kisumu as he waited for good tidings from Italy. It was during this wait that K’ogalo stumbled upon him.

“I decided to wait in Kisumu for the work permit but when still there, I decided to play for Kisumu combined. I played a match against Gor Mahia when they were on pre season tour and they picked me. I played in their final two tours”, says Otieno.

At the prospect of playing for Gor Mahia;

“Gor Mahia is a very big team, a community team with so much potential. I am very happy to be playing for this team and I am glad that at least I have found somewhere to settle”, he says.

Otieno on his way to scoring in Monday's training session

To the Gor Mahia fans, he promises to give the best;

“I want to work very hard and I promise Gor fans that I will do my best for them. I do not think the pressure from the fans who are always demanding for results will crumble me. I have the experience because I have played infront of big crowds in Europe and I think I can handle the pressure pretty well”

“I am very happy to be playing continental soccer because it is a bigger stage in football. With the kind of team that Gor Mahia has I know that we will go far” he concludes.

The predatory striker hit the back of the net twice during his first day of training with Gor Mahia.
